Repeated daemon crashes via retained IKEv2 state

Denial of service in Libreswan 4.2 through 4.12 allows attackers to repeatedly crash the pluto daemon via a local IKEv2 PSK misconfiguration. During IKE_AUTH generation, submit_v2AUTH_generate_initiator_signature returns false after failing to find the state's PSK, so the state survives without a transmitted AUTH packet and later retransmission hits an assertion. A network peer cannot trigger the flaw; service interruption requires a locally configured authby=secret connection with no matching secret and automatic startup.
