Unauthenticated SYSTEM code execution via path traversal

Path traversal in SolarWinds Access Rights Manager 2023.2.2 and earlier allows remote attackers to execute arbitrary code. The OpenFileStreamLocal method uses a user-supplied path in file operations without validating that it remains within an allowed directory. No authentication or user interaction is required on a reachable ARM service, and successful exploitation runs code as SYSTEM.
