Private-key disclosure via ignored CSR password

Missing encryption in Elasticsearch 7.x before 7.17.23 and 8.x before 8.13.0 allows remote authenticated users to read generated private keys. In CertificateTool.SigningRequestCommand, generateAndWriteCsrs writes each generated RSA private key directly through the PEM writer without consulting the --pass option. High-privilege access and prior use of the csr mode with --pass are required; exposed keys can compromise the identities or TLS material they protect.
