Rollback of OCI artifacts via unenforced expiration

Improper expiration handling in Notary Project Specifications 1.0.1 and earlier allows attackers to consume outdated OCI artifacts. Permissive, audit, and skip trust-policy levels log or bypass expiration and revocation failures instead of rejecting a stale signed artifact. A compromised registry and a consumer using a relaxed policy are required; the result is rollback to a previously signed artifact and exposure to flaws it contains.
