Protected API access via refresh-token misvalidation

Incorrect authorization in WSO2 API Manager and Identity Server allows remote attackers to access protected APIs with an admin refresh token. The API authorization path improperly maps a refresh token to protected resources and omits the expected access-token and session-cookie checks. A valid administrator refresh token is required; successful requests can read or alter API resources until the longer-lived token expires.
