Cross-account bookmark disclosure via user-controlled URL key

Authorization bypass in FortiOS and FortiProxy SSL-VPN allows remote authenticated users to read another user's saved bookmark. The SSL-VPN bookmark request accepts a user-controlled URL key and retrieves the referenced bookmark without verifying that it belongs to the authenticated account. A valid SSL-VPN session is required, and the disclosed consequence is limited to cross-account bookmark access rather than configuration changes or service interruption.
