Victim-account actions via stored autocomplete XSS

Stored XSS in the GitLab CE/EE rich-text issue autocomplete allows remote authenticated users to perform arbitrary actions as victims. The suggestions_dropdown.vue highlight method inserts markup into matching issue-title text before v-safe-html renders attacker-controlled attributes that form a clickable overlay. An attacker needs permission to create an issue in the victim's project, while exploitation requires a victim to invoke autocomplete and click the injected overlay.
