Connection interruption via repeated TLS handshakes

Incomplete connection-state tracking in Kwik commit 745fd4e2 allows remote attackers to interrupt QUIC connections via repeated TLS messages. Agent15's TLS server engine accepts later Client Hello and Finished messages without enforcing handshake state, replacing cryptographic parameters established by earlier messages. The exploitation path requires visibility into a victim's initial QUIC packets and an undiscarded Initial key; it desynchronizes the connection and enables hijacking after a forged Finished message.
