Connection disruption via retained Initial keys

Denial of service in Peter Doornbosch Kwik before 0.8.13 allows man-in-the-middle attackers to disrupt established QUIC connections. The handshake transition retains Initial decryption keys instead of calling ConnectionSecrets.discardKeys after Handshake keys become available. An attacker able to sniff the initial exchange can derive its unauthenticated Initial key and send a forged CONNECTION_CLOSE frame that terminates that connection.
