Administrator account creation via cross-site API requests

CSRF in the pyLoad API before 0.5.0b3.dev78 allows remote attackers to create an administrator account through a victim's browser. The API accepts state-changing operations through GET requests, while _configure_session sets pyload_session with SameSite=None instead of Strict. Exploitation requires an authenticated administrator to visit an attacker-controlled page; the new account grants administrative API access.
