Guest shutdown via premature SEAMCALL VMEXIT

Insufficient control flow management in 4th- and 5th-generation Intel Xeon Scalable Processors allows local users to shut down a guest. The SEAMCALL instruction raises a VMEXIT before checking the caller's privilege level and cannot be disabled on TDX-capable CPUs. A user-mode process in a legacy guest can trigger the flaw when a non-TDX-aware hypervisor runs on TDX hardware, terminating that guest and its workloads rather than the host.
