Remote code execution via unsanitized package name

Path traversal in Spring Cloud Skipper 2.10.x and 2.11.0 through 2.11.2 allows remote authenticated users to execute code. PackageService.upload builds a package path from uploadRequest.name and writes package bytes without first ensuring the canonical destination remains inside its temporary directory. An account with package-upload access can place files anywhere writable by the Skipper process and use the write to run code.
