Phishing redirects via unchecked OIDC destination

Open redirect in GoHarbor Harbor 2.8.4 and earlier, 2.9.0 through 2.9.2, and 2.10.0 allows remote attackers to send users to malicious sites. The core OIDC login controller stores redirect_url from the request in the session without rejecting a nonlocal destination. OIDC authentication and a user following an attacker-supplied login link are required; the bounded consequence is redirection after login to a phishing site.
