Authenticated directory creation via unsanitized syndic ID

Path traversal in Salt before 3005.5 and 3006.0 through 3006.5 allows remote authenticated users to create arbitrary directories on a master. The master job-cache code formed a filename from the syndic identifier and joined it to the job directory without ensuring that the resolved name remained inside that directory. Exploitation requires a connected syndic whose identifier reaches the master's return cache; the bounded reported effect is directory creation, not file reading or code execution.
