Authenticated scope bypass via omitted permission check

Improper access control in Open edX Platform before commit 019888f allows remote authenticated users to exceed JWT scopes. The XBlock callback in handle_xblock_callback authenticates a JWT on a Django request but omits JwtRestrictedApplication permission enforcement. Possession of a valid restricted JWT is required; successful requests can invoke XBlock endpoints outside the token's authorized scope.
