Denial of service via stalled session teardown

Denial of service in affected Eclipse Jetty releases allows remote attackers to make servers stop accepting new connections. On a TCP-congested HTTP/2 connection, HTTP2Session marks the session closed and queues GOAWAY, then ignores the next idle timeout instead of forcing the socket closed. Repeated unauthenticated connections can exhaust file descriptors; affected lines are 9.3.0 through 9.4.53, 10.0.0 through 10.0.19, 11.0.0 through 11.0.19, and 12.0.0 through 12.0.5.
