A TOCTOU race in Intel Xeon Scalable processors with ACTM allows local users with high privileges to escalate across a security boundary. Intel has not disclosed which ACTM state is checked and later used, or how the intervening race changes that state. Successful exploitation can expose and alter data across the boundary but does not interrupt service.
