Unauthenticated title disclosure via branch hover control

Improper access control in affected GitLab CE/EE releases allows remote attackers to read restricted merge request titles. The public branches page renders a merge request title in its branch hover control without enforcing the project's members-only merge request visibility. A public project with repository access open to everyone and merge requests restricted to project members exposes title text without authentication; no repository content, title modification, or service interruption is reported.
