Cross-tenant traffic disruption via forged BFD state

Origin validation failure in Open Virtual Network allows remote authenticated users to disrupt cross-tenant traffic with crafted BFD packets. OVS processes workload-originated BFD packets received through BFD-enabled tunnel ports, allowing forged down notifications to change session state. Exposure requires a multi-node OVN cluster using BFD for high availability and tenant workload access; successful injection disrupts forwarding for other tenants.
