Unauthenticated login throttling bypass via server restart

Argo CD before 2.8.13, 2.9.0 through 2.9.8, and 2.10.0 through 2.10.3 allows remote attackers to bypass login throttling. Failed-login counters exist only in process memory, while an unsafe concurrent array modification can crash the server; the ensuing restart erases those counters. Unauthenticated network access is sufficient to interrupt the service and resume password guessing, but account compromise still requires guessing valid credentials.
