Contract state manipulation via premature substate commit

Improper exception handling in rust-ethereum Rust EVM before 0.41.1 allows remote attackers to commit unexpected contract state changes. CREATE and CREATE2 finalization commits the successful substate before calling the fallible record_external_operation write hook, so a later callback error reaches the parent after the commit. Exposure requires a library consumer whose custom hook returns an error; the parent receives a zero address while the completed contract execution has already altered state.
