Service interruption via unreclaimed BGP flap memory

Incomplete cleanup in affected Junos OS 21.2 through 22.4 releases allows attackers to exhaust memory through BGP flaps when NSR is enabled. NSR handling fails to release memory after a BGP flap, so each routing change adds unreclaimed usage. An attacker adjacent to a BGP peer can progressively exhaust memory and interrupt services; SRX Series devices are unaffected.
