Authenticated host file read via API response objects

Arbitrary file read in Proxmox VE and Mail Gateway API packages allows remote authenticated users to download host files. The handle_api2_request function trusts user-controlled download or data.download values returned by two API handlers, opens the named local path, and returns its contents. Sys.Audit or VM.Monitor privileges are required; exposed secrets can enable privileged-session forgery and full host compromise.
