Incorrect authorization in Oracle CLM for Public Sector 12.2.3 through 12.2.13 allows remote authenticated users to read and modify critical data. The flaw is in Award Processes, but Oracle has not published the faulty authorization check or request handler. Exploitation requires low-privileged credentials and HTTP access; successful attacks expose critical or complete application data and permit creation, deletion, or modification.
