Unauthenticated data disclosure via Finance LOV access control

Improper access control in Oracle Trade Management 12.2.3 through 12.2.13 allows remote attackers to read critical data via HTTP. Oracle identifies the affected locus as the Finance LOV component but has not published the access-control operation that mishandles requests. No credentials or user interaction are required, and exploitation exposes all data accessible to Oracle Trade Management without enabling modification or service interruption.
