Privileged activity launch via unchecked fullscreen intent

Improper access control in Samsung Android 14 SystemUI allows local users to launch privileged activities through fullscreen intents. Samsung identifies launchFullscreenIntent as the faulty locus but has not disclosed which access-control decision it omits before starting a privileged activity. A low-privileged local context is required; no user interaction is needed, and successful exploitation crosses the SystemUI privilege boundary.
