Battery usage disclosure via missing permission check

Improper permission enforcement in Samsung Mobile Devices on Android 14 allows local users to read privileged battery usage statistics. BatteryStatsService exposes getSemBatteryUsageStats without the permission check required to prevent unauthorized callers from invoking the privileged API. A malicious local application needs no existing privilege or user interaction, and the documented consequence is disclosure of battery-usage data.
