Privileged API access via missing permission check

Incorrect privileged API use in BatteryStatsService on Samsung Mobile Devices running Android 14 allows local attackers to access privileged APIs. The registerBatteryStatsCallback method lacks the permission enforcement needed to reject unauthorized callers. A malicious local application needs no prior privileges or user interaction; Samsung identifies unauthorized privileged-API access but publishes no further data-access detail.
