Arbitrary file read via unvalidated CLI arguments

Improper access control in Cisco IOS XR Software 64-Bit releases allows local users to read any Linux file through the CLI. A specific CLI command fails to validate its arguments before passing them to the underlying Linux file-access operation. The command is reachable with valid low-privileged device credentials, and exploitation provides read-only access regardless of device configuration.
