Connectivity loss via zero-length NAS transport

Improper input validation in MediaTek Modem LR12A, LR13, NR15, NR16, NR17.R1, and NR17.R2 allows remote attackers to crash the baseband. The DL NAS Transport handler allocates a zero-length buffer for an empty payload, causing an assertion failure and forced crash. An unauthenticated over-the-air packet is sufficient to disable all cellular connectivity until the baseband restarts, without user interaction.
