Improper privilege management in GitHub Enterprise Server before 3.12 allows remote authenticated users to read private repository data. The Enterprise Actions GitHub Connect download token retains repository-read permissions instead of being permissionless, enabling instance users to fetch private data. Exploitation requires an instance account, GitHub Connect enabled, and non-default GitHub Connect settings; no integrity or availability impact is reported.
