Unauthorized guest invitations via missing permission check

Improper access control in Mattermost 8.1.8 and earlier, 9.2.4, 9.3.0, and 9.4.1 allows remote authenticated users to add guests. The cross-team guest invitation path checks permission to add members but omits the invite_guest permission when the account is already a guest elsewhere on the server. A member allowed to add ordinary members can therefore extend an existing guest account's access to another team without guest-invitation authority.
