Subscriber-level homepage modification via unchecked section ordering

Missing authorization in HashThemes Total 2.1.59 and earlier allows remote authenticated users to repeat homepage sections. The total_order_sections() function accepts section-order input and updates the homepage arrangement without verifying that the caller is authorized to change theme settings. Subscriber-level access is sufficient, and successful exploitation changes homepage layout data without disclosing information or interrupting service.
