Memory exhaustion via post-handshake CRYPTO-frame flooding

Uncontrolled resource consumption in Cloudflare quiche 0.15.0 through 0.19.1 and 0.20.0 allows remote attackers to exhaust memory. Its post-handshake CRYPTO-frame handling repeatedly allocates memory without limiting the number of frames accepted during a connection. An unauthenticated peer must complete the QUIC handshake and keep the connection open while flooding 1-RTT CRYPTO frames, interrupting the client or server process.
