Authenticated service interruption via catastrophic regex backtracking

Regular expression denial of service in the GitLab CI/CD pipeline editor allows remote authenticated users to interrupt service. The pattern in lib/gitlab/ci/config/interpolation/block.rb applies nested repetition to interpolation markers, allowing crafted configuration text to trigger catastrophic backtracking. Project access and a malicious CI configuration are required; repeated pipeline-editor GraphQL requests can exhaust server resources and leave requests stuck or failing.
