Unauthenticated administrator creation via setup-wizard path confusion

Authentication bypass in ConnectWise ScreenConnect 23.9.7 and earlier allows remote attackers to create an administrator account. The SetupModule compares Request.Path only with /SetupWizard.aspx, while ASP.NET accepts a trailing path segment and still routes the request to the setup wizard. On an already configured, network-reachable server, the wizard overwrites the internal user database with attacker-supplied credentials, granting administrative control and access to built-in code-executing extensions.
