Unlimited radar creation via client-only plan enforcement

Authorization failure in Lunary before 1.2.7 allows remote attackers to create unlimited radars through crafted API requests. The server-side radar creation handler accepts direct requests without verifying the account's paid-plan entitlement, leaving the restriction enforced only by the web UI. Published scoring requires no privileges or user interaction, and successful requests bypass the upgrade requirement without reported data disclosure or service interruption.
