Remote service termination via propagated stream-setup failure

Denial of service in NLnet Labs Routinator 0.13.1 and earlier allows remote attackers to terminate the service via a rapid RTR reset. After accepting an RTR connection, the listener propagates a stream-setup failure into its accept loop, treating the listener socket as failed instead of dropping the reset connection. The flaw is reachable only when attackers can connect to a publicly exposed RTR server, and exploitation stops Routinator's validated routing-data service.
