Arbitrary file read via URI fragment traversal

Path traversal in MLflow 2.9.2 and earlier allows remote attackers to read arbitrary server files via a crafted artifact location URI. The URI-joining path validates traversal in the query but preserves an unvalidated fragment when rebuilding the artifact URI. An unauthenticated tracking server reachable over the network exposes files readable by the server process.
