Arbitrary file read via semicolon parameter smuggling

Path traversal in the MLflow tracking server through 2.9.2 allows remote attackers to read arbitrary server files via crafted URLs. URL parsing preserves semicolon-smuggled traversal sequences in the params portion, allowing filesystem paths to escape the intended directory. An unauthenticated network request is sufficient, and the grounded impact is disclosure of files readable by the server process rather than broader server compromise.
