LDAP authentication bypass via secondary-email password reset

Authentication bypass in GitLab CE/EE allows remote authenticated users to establish direct password access through a secondary email. The PasswordsController secondary-email path checks only the global web-password setting and omits User#allow_password_authentication; reset and sign-in repeat that omission. Reachability requires an LDAP account with a confirmed secondary email and globally enabled password authentication, allowing the account holder to replace the database password and bypass LDAP.
