DNS query interception via unauthenticated control socket

Incorrect default permissions in Unbound 1.16.2 allow local users to reconfigure the running DNS resolver through its localhost control port. The Fedora and RHEL package configuration sets control-use-cert to no while the control interface defaults to localhost TCP port 8953, so group membership is not enforced. Any local process that reaches the port can replace forwarders to observe forwarded queries or reconfigure the resolver until DNS resolution stops.
