File overwrite or deletion via archive path traversal

Path traversal in Devfile Registry Support 1.16.2 allows remote attackers to overwrite or delete files via a crafted archive. The registry-library decompress function joined an archive member name directly to the extraction directory, allowing relative parent segments to select paths outside that directory. Exploitation requires a user to parse a devfile containing a parent or plugin reference that downloads the archive; affected OpenShift code is shipped unused.
