Authenticated workflow execution via unauthorized branch creation

Incorrect authorization in GitHub Enterprise Server allows remote authenticated users to execute arbitrary GitHub Actions workflows. The public-repository branch-creation path accepts an unauthorized branch write and then launches attacker-controlled workflow content with the repository's GITHUB_TOKEN, but GitHub has not disclosed the responsible handler or missing authorization check. Access to the Enterprise Server and GitHub Actions on a public repository are required; execution inherits the token's permissions.
