Cross-data-source access via wildcard UID

Improper privilege management in Grafana allows remote authenticated users with data-source creation rights to access all organizational data sources. The data-source creation API accepts the reserved wildcard value * as a UID, and authorization interprets that UID as the all-data-sources scope. The account must be able to create a data source; exploitation grants read, query, edit, and delete access to every data source in the same organization.
