Service interruption via unbounded retired-CID queue

Resource exhaustion in Cloudflare quiche 0.15.0 through 0.19.1 and 0.20.0 allows remote attackers to interrupt QUIC service. ConnectionIdentifiers queues sequence numbers for RETIRE_CONNECTION_ID frames in retire_dcid_seqs without bounding the retired-CID set. Exploitation requires sustained NEW_CONNECTION_ID input plus constrained outbound congestion so retirements accumulate faster than transmission, causing memory exhaustion.
