Administrator-level stored XSS via unescaped banner settings

Stored XSS in Ryan Petersen Simple Banner 3.0.4 and earlier allows remote authenticated users to inject scripts through admin settings. The plugin stores administrator-supplied setting values without sufficient sanitization and emits them into banner page output without context-appropriate escaping. Administrator-level access is required, and the flaw is reachable only on multisite installations or sites where unfiltered_html is disabled; injected scripts run in the browser of anyone who opens an affected page.
