Cluster-wide monitoring impact via automatic namespace labeling

Namespace isolation failure in Red Hat OpenShift GitOps before 1.13 allows local users to affect cluster-wide monitoring. The Operator applies openshift.io/cluster-monitoring to every namespace containing an ArgoCD custom resource, enabling a namespace administrator to submit a PrometheusRule that monitoring processes cluster-wide. Exploitation requires logged-in administrative privileges, and a rogue rule can alter or interrupt the platform monitoring stack beyond the attacker's namespace.
