Unauthenticated plugin state changes via unchecked AJAX handlers

Missing authorization in Silkalns Sparkling 2.4.9 and earlier allows remote attackers to activate or deactivate arbitrary WordPress plugins. The sparkling_activate_plugin and sparkling_deactivate_plugin AJAX handlers perform privileged plugin-management operations without checking the caller's activate_plugins capability. No credentials or user interaction are required; successful requests change which installed plugins run, including any security controls supplied by plugins.
