Login protection bypass via unchecked settings export

Missing authorization in WebFactory Login Lockdown & Protection 2.08 and earlier allows remote authenticated users to export security settings. The generate_export_file handler serializes all plugin options into a downloadable file without checking the caller's manage_options capability. Subscriber access is sufficient to disclose whitelisted IP addresses and the global unlock key, which permits the account's IP address to bypass login lockdown.
